How much noise reduction is needed? Sometimes, window coverings just won't
work. I had a project a few years back and I thought the owner was out of
his mind. He wanted to make his bedroom absolutely quiet from the barking of
the neighbor's dog. He had a engineer install lead- walls (or lead-lined).
That helped some. I installed a window with laminated glass on the outboard
pane. This wasn't enough.

Mysteriously, the neighbor's dog died...quite suddenly...

The owner didn't seem to disturbed by that event. Evidently, he turned his
attention to the city and county to re-direct traffic in his neighborhood to
keep vehicles from entering or leaving after 10 pm.

Never made it to court. He eventually moved.
