I guess you should scroll down first to read the letter. Hi Jenna, I have been volunteering my time on the Technical Committee of the WCMA that works in conjunction with the CPSC for 5 years and I am very familiar with the current standard and the latest provisional standard that specifically outlined new requirements for roman shades. Here are the specific points that were outlined in the provisional standard on March 1st 2009. Please note that this Provision Standard was worked on with the cooperation of the CPSC. 4.4 In addition to meeting 4.4, the inner cords of Roman style shades shall meet the following requirements: 4.4.1 They shall not be accessible. 4.4.2 If they are accessible, they shall incorporate a cord release device that prevents a free standing loop from forming. 4.4.3 If they are accessible and do not incorporate a cord release device, all the following shall apply: 4.4.3.1 The vertical ring to ring (or cord guide to guide) spacing shall not be greater than 8", and 4.4.3.2 The cords on the side of the shade shall be 2" or greater from the edge of the product, and 4.4.3.3 The product shall include a bottom bar or hem of sufficient weight and rigidity to eliminate a free standing loop when the lift cord is pulled and released from any point above the first ring/guide above the tie-off point. There is nothing in this provisional standard that specifically recommends a "construction method in which the cords are concealed between the face and the lining fabric." The problem with the recalled units appears to be two-fold. First, the continuous cord loops that are used to raise and lower the shades pose a threat when they are not secured with a tie down or wrapped tightly on a cord cleat mounted high on the wall. Secondly, the exposed cords on the back of the shade can be pulled out into a loop which can placed around the neck of a child. In that vein, I want to remind you that Kwik Affix, one of our Industry Partners, has a patented shade lining called Thread Thru Lining which comes in a regular and a black out style. The lining has woven loops to guide the cords and does not need rings or pull tapes so it can be turned around so the loops face the inside. The cords then run between the lining and face fabric. The face fabric and lining are then bonded at the fold lines with heat fusible tapes. In closing, no construction method or safety product is 100% foolproof, but here are some important things you can do to ensure you are delivering a safer product 1. ALWAYS use a cord cleat or tie down 2. ALWAYS install the warning tags 3. TALK to your customers about cord safety 4. Use a break away safety tassel 5. Consider a construction method in which the cords are concealed between the face and lining fabrics. I know that you, like me, are extremely concerned about this important issue and I commit to keeping you informed as the WCAA learns more. We just double slat the blind with 2 colors slat, you would have to pick which color ladder to use, usually match the room side slat, also the blind will be double to the weight to lift. We also have rings with a plastic insert inside them which helps a little bit. For the future, we sell rods in different lengths and have internal splices, so you would not have the ring problem.
